这句话源于十月9日美国白宫给土耳其总统的一封信。句意不难理解，但我不知道为何第二句的从句会用过去以后完成时“they would never have made”，而不是“they have never made”。
语法资料上说过去以后完成时“表示从过去某一时间来看以后某时会已经完成的动作”，但我感觉这句话并不是这样的情况。为何不写成“he is willing to make concessions that they have never made in the past”呢？

thatthey would never have made in the past.这个定语从句隐含了一个虚拟条件句：
If he had negotiated with you in the past,they would never have made such concessions.
所以，would never have made不是过去以后时，而是虚拟语气动词形式，表示假设的过去结果。
