The State Council recently announced the establishment of a national leading group for the upgrading of the country's manufacturing sector^{1, with Vice-Premier Ma Kai appointed as head of the group. 近日，国务院宣布成立国家制造强国建设领导小组，国务院副总理马凯任组长。该小组具体职责包含统筹协调国家制造强国建设全局性工作。

制造强国可以用manufacturing power表示。成立国家制造强国建设领导小组包含在《中国制造2025》规划（Made in China 2025 plan）中。该小组的具体职责还包含审议推进制造业进步的重大工程专项（reviewing and propelling major manufacturing projects），加大策略谋划，指导各区域、各部门拓展工作（directing relevant works in various regions and sectors），协调跨区域、跨部门要紧事情，加大对要紧事情落实状况的督促检查（supervising and inspecting the implementation^{3 of major tasks）。}

领导小组将拟定新产业进步规划（draw up plans for new industries），同时组织各部门、地方发挥和协调技术、资源优势，向中国智造（intelligent / smart manufacturing）转变，将来细分范围的产业规划和扶持政策（supportive policies and plans for various industries）预计颁布会相对密集。
